Adorable trompe l'oeil knit suit dress by Vivienne Westwood. The dress is presumably from the early 2000s. The knit design has a tie, bow, belt, and buttons! It's a mini length dress and has stretch. There's some staining on the bottom of the dress (see last image), but it blends in with the off-white color of the dress and isn't super noticeable.
