Rare skirt by early 2000s Japanese fashion label, Fötus. The skirt is made of an unusual two layer material -- there's a changeable iridescent purple material and a diaphanous fabric overlayed. It has a bit of a quilted weight. There's a Fötus logo on the front of the garment. There is a zipper up the front and two pockets on the back. There are also unusually shaped velcro throughout. The waist is adjustable by two velcro straps.
